If any party disagrees with the decision of an Administrative Law Judge who decides the merits of the case (in contrast to a Prehearing ALJ), they can appeal that decision to one or more reviewing bodies. These bodies include the Industrial Claims Appeal Panel, which is an administrative review panel; the Court of Appeals and the Colorado Supreme Court. The Colorado Court of Appeals is required to review any decision from the Industrial Claims Appeal Panel that is disputed, but the Colorado Supreme Court can choose to hear only those cases that it wants to review.
